Founding

According to the co-president of the Valley Village Homeowners Association in 1991, Elke Garman, the neighborhood's history goes back to the 1930s when workers at nearby motion picture studios established homes in the Valley Village area. In December 1985, around 300 homeowners gathered at Colfax Avenue Elementary School to intercept a campaign on developing what they called "Stucco mountains." The development was for the continued construction of large office buildings and apartments. Residents complained about parking problems, blocked views, and traffic congestion.

The move would not have banned construction but rather limited all future buildings to two stories and the floor area of commercial development to 1 1/2 times its lot size. On September 17, 1986, the idea was approved by the City Council, but the decision was reversed less than a month later due to heavy lobbying. Eventually, the LA City Planning Commission recommended a 3-story limit be adopted in Valley Village.
